Facilitating sharing and reuse of national soil data

..through proposed data exchange platform

About the Client

The Department of Agriculture, Fisheries and Forestry work to enhance our agricultural, fisheries and forestry industries. They create new and maintain existing agricultural export opportunities, to provide gains for Australian agriculture. They manage biosecurity risks to Australia to protect our multi billion-dollar agricultural industries and our way of life.

BRIEF

The Department of Agriculture, Fisheries and Forestry needed a solution to bring their diverse stakeholder base together to facilitate the collection, sharing, and re-use of national soil data.

They required a national framework which considered people, legislation, technology, and data management practices.

CHALLENGE

Australia’s soils are a critical resource for a robust agricultural industry and sustainable environment. Soil data is currently collected by many public and private stakeholders to support research and commercial land management decisions.

However, manual data management practices and a reluctance to share commercially sensitive data, meant little of this data was available for sharing.

SOLUTION

  • Conduct extensive stakeholder engagement with government agencies, land managers, research entities, and commercial provider to understand the issues

  • Develop personas highlighting value proposition for change

  • Develop a conceptual architecture for a secure data sharing platform which met both privacy and shareability concerns

  • Develop a fully costed implementation plan and governance structure for sustainable data management

OUTCOME

  • Improved alignment and shared purpose across the various stakeholder groups

  • Fully costed implementation plan contributed to a successful NPP for future work

  • The national framework has now progressed to a MVP
